Chapter Reports West Chapter The following represents the activities of the West Chapter from: October 2024 – December 2024 We hosted a Fall Seminar that was a technical class entitled: “How to Retrieve and Use Aerial Photography in CAD” Price $50, 2 PDHs November 21, 2024 at the Old Country Store in Jackson, TN from 6pm-7:50pm Funds raised from the seminar will be used for PAC and 4-wheeler contributions at the March conference as well as paying student TAPS dues for UT Martin students. We split paying for the student dues with the Northwest Chapter. Upper Cumberland The Upper Cumberland Association of Professional Surveyors met November 19th, 2024 in Cookeville, TN. The meeting was called to order by the president, Len Tusar, with Richard Smith, Michael Stump, Mike Freeman, David Bradley, Rusty Norrod, Mike Asberry, Arnold Boynton, and Bart Lay being present. Pledge of Allegiance was led by Len Tusar. 1. The minutes were read by Bart Lay, motion to approve by Michael Stump with second by Rusty Norrod, motion passed. 2. Treasure's report was given by Bart Lay, motion to approve by Rusty Norrod with second by Arnold Boynton, motion passed. 3. Discussion on continuing education, changing date that dues were payable, planning commission regulations with email from Charles Whittenburg being discussed. 4. Have not heard from new standards of practice and ethics class that was submitted on behalf of chapter for approval. 5. Chapter dues are payable August 31st of each year per by-laws. An email was sent to all chapter members about changing date to December 31st of each year. There wasn’t any email’s received expressing opposition with one email expressing support. Arnold Boynton made a motion to change due date for to December 31st ,which would be due’s for the upcoming year, second by Michael Stump, motion passed. Email will be sent to all with information on paying dues for the upcoming year. 6. Rusty Norrod made a motion to adjourn, second by Michael Stump, motion passed.

Treasurers Report: Not available A discussion was held about the last TAPS Board of Directors meeting A discussion was held about everyone’s work load. Chapter officer elections were held. Respectfully submitted by: Tommy Young Middle East Meeting Minutes – Thursday, October 10, 2024 Meeting was held at Calhoun’s on Kingston Pike at 6:20 p.m. by Howard Dawson. The agenda was as follows: Treasurer’s Report – John Winter Beginning Balance: Income: Expense: Current Balance: Certificate of Deposit $3,605.34 $0.30 (interest) $2.00 (statement mailing fee) $3,603.64 $5,000.00 (Statement have been moved to quarterly reporting) Motion to accept the Treasurer’s Report was approved on the first reading. (Ward / Freeland) Old Business Introduction by Howard Dawson as new chapter president and asking all present to fill out a card with what they would like to get out of TAPS for the next year. Discussion of Tennessee Land Surveyors outreach program and need for area directors to take over for Charles Whittenburg Mention that the local Carlson Dealer is having an open house coming up soon. Mention that Austin Brooks had a death in his family and to keep him in your thoughts and prayers. Mention that Jimmy Horton who works in the Morristown area has passed away. Discussion of the new online procedures for reference forms that are sent into the State BOE for applicants. The new legislation spearheaded by Jimmy Cleveland seems to be working as well, if not better than, as planned. New Business Discussion of the comments provided to Howard about the next year for our chapter and the possibility of having more PDH sessions while also not affecting the TAPS conference in March. Discussion of the new legislation brought up by Jimmy Cleveland and it affects not that it has passed. Discussion of the BOE meeting and that Tim Lingerfelt is the new president elect and mention that we need more folks on the ballots each year. Discussion of the Tennessee Land Surveyors Outreach and that Charles Whittenburg is stepping down from leading that program. Andrew Stokes, Benny Moorman and Dan Curry are taking over as leaders of the program. Suggestion to collect state leadership ballots at the local TAPS meetings in closed envelopes if possible. Discussion of the right-of-way legislation and the liability of owning to the centerline of existing roadways. Discussion of the government surplus items available from Govdeals.com. Howard mentioned that he had success purchasing a complete drone package for his business for $2500. Discussion of the new drone law regulating against the use of Chinese made drones on or around government owned sites. Vote to allow the $258.01 to be used for door prizes at the Christmas party in December. Discussion of collecting toys for charity again this year at the Christmas party that we will have at Famous Daves as years past.
